What Works, What’s Broken, and Who Bears the Brunt

An interactive flowchart illustrating how current immigration law works for U.S. intercountry adoptees, how the Child Citizenship Act has failed, and who specifically bears the brunt of the broken promises of U.S. citizenship.

As part of my representation of intercountry adoptees, as well as ongoing advocacy for enactment of the Adoptee Citizenship Act, I often present on the issue of how the Child Citizenship Act of 2000 (the CCA) fell far short in providing automatic U.S. citizenship to all intercountry adoptees. For a few years now I have used the following flowchart to illustrate how the CCA currently works and also how it continues to leaves tens of thousands of adult adopted people in legal limbo and stateless, some being deported to countries they’ve never really known.
